These include an environmental fee (EPR), a car recycling fee, payments for negative environmental impact, and payments for disposing of industrial and consumer waste. In 2019 preparations are being made to bring in another two charges: an environmental tax (intended to replace existing fees) and a charge for the emission of greenhouse gases.

Who has to submit environmental fee reporting?
Environmental fee documentation has to be submitted by all producers and importers of goods indicated in the Government Decree of December 28, 2017 no. 2970-r (ed. from 6/16/2018)
The environmental fee: how is it calculated?
Producers and importers of goods are obliged to pay the eco-fee only for products and their packaging included on a specific list compiled by the Russian Government. Recycling targets are set out in a government order.
If a company was unable to meet the recycling targets, they are obliged to pay the environmental fee, the rate for which is set out in the Government Decree of April 9, 2016 no. 284 (ed. from 10/31/2018).

Calculation and payment of the environmental fee
Calculation of the amount and payment of the environmental fee to Rosprirodnadzor. Both the calculations and copies of documents proving payment of the whole environmental fee amount must be sent to Rosprirodnadzor.
Responsibility for non-payment
of the environmental fee
If an organization fails to pay the environmental fee or does not pay the full amount, Rosprirodnadzor will send it a demand for a voluntary payment, after which it will set about recovering the debt via legal proceedings.
An organization which fails to account for the environmental fee is liable to incur administrative action (article 8.5 of the Code of Administrative Offenses). A fine may be imposed to the value of between 3,000 and 6,000 rubles for entrepreneurs and senior officials, for legal entities it amounts to between 20,000 and 80,000 rubles.
Furthermore, a new revision to article 8.5 of the Code of Administrative Offenses is under consideration in the State Duma. It envisages increasing fines to 100,000 – 250,000 rubles. It would also allow supervisory bodies to suspend the activity of an offending enterprise for a period of up to 90 days.
Instances in which the company doesn’t pay the eco-fee
A producer or importer of goods is free from the obligation to pay the environmental fee in the following circumstances:
The environmental fee does not apply to goods exported and disposed of beyond the boundaries of the Russian Federation.
Producers or importers that meet the recycling targets for their goods and packaging in full do not pay the environmental fee.
If a company meets the recycling target in part, it is obliged to pay the difference in the amount between recycling carried out in actuality and the set recycling target.
